Ordinance 2026-05, $149,942,154, passed the same night under suspension of the three-readings rule. Councilor Holmes cast the only nay after his motion to remove the $130,000 parks master plan consultant line failed for lack of a second.

$15,141, the last of the city's saved tax authority, now spent permanently.
Property Tax Certification

L-2 certified at $9,445,604. The full authorized increase is $447,787. The levy rate falls from $3.57 to $3.51 per $1,000.
FY2027 Fee Resolution
UNANIMOUS, 6-0
Effective October 1: stormwater up 28.9 percent, water about 5.2 percent, sewer 2.7 percent, development fees about 5 percent, and the penalty for building without a permit doubled.
